The recounts for Issue 116 and the Ohio House of Representatives District 7 race are both set for 10 a.m. Tuesday, Dec. 4, according to the Cuyahoga County Board of Elections.
As of now, the bond issue for the Strongsville schools has passed by 83 votes.
Incumbent State Rep. Mike Dovilla has held off a challenge from Democrat Matt Patten by 119 votes.
The numbers for the bond issue include the 40 ballots cast by the one precinct in Columbia Station that is in the Strongsville School District, according to the Lorain County Board of Elections.
There, 33 people voted against the issue and 7 favored it.
The fate of Issue 116 and the Dovilla-Patten race was uncertain until Tuesday, Nov. 27, when the Board of Elections released final figures that included late-arriving absentee ballots and provisional votes cast at the polls on Election Day.
Because the margin of victory in both was less than one-half of 1 percent, the votes will be recounted.
The vote tally for Issue 116 in Cuyahoga County now stands at 11,523 in favor (50.24 percent) and 11,414 against (49.76), for a 109-vote victory. Adding in the Lorain County votes takes the vote to 11,530 to 11,447.
Dovilla garnered 27,734 votes (50.11 percent) to Patten's 27,615 (49.89 percent).

Regarding the recount of the school bond issue, THIS time, I hope the
TOTAL of all 25,396 ballots cast (25,356 in Strongsville and the 40 Lorain County votes)
EQUALS the
TOTAL for, against, over and under votes for Strongsville and Lorain County.
I don't want to see anything like this 298 unexplained difference that now exists!!!

I also found on the BOE website, that there were 587 provisional ballots counted, so since there were 698 provisional ballots waiting to be counted from election day - apparently 111 ballots were not eventually counted because they were decided to not be valid?
Also, it appears there were eventually 75 absentee ballots that came in after election day. I hope they really do check the postmark date, as they were to be mailed the day before the election. Mail doesn't take that long to arrive - 1 or 2 days. Which means most valid ballots should have been received by Nov. 7. But as per the Patch on Nov. 8, they report 31 ballots had come in so far.
Since the count is so close, all these factors need to be considered.

Again, this recap, based only on Cuyahoga County BOE final results (not including the 40 Lorain County votes):
11,523 FOR
11,414 AGAINST
2,121 Over/Under votes
_____
25,058
298 ?????? unexplained difference
______
25,356 total ballots cast for Strongsville
And, again - the 25,058 total includes the 75 absentee ballots that came in after election day and the actual/only 587 provisional ballots counted

Good morning. The 298 ballots represent the number of voters who did not vote for any contest on page 3 of the entire ballot. If you start with the Official Results by Precincts Totals, ballots cast is broken down by a total and individual pages 1 - 4. In Strongsville, the bond contest was on the last page of the ballot, which is page 3 of the Totals report. As the Totals report shows, there were 25058 "page 3" ballots cast in Strongsville. The 298 difference is voters who did not make any decision on any of the contests on the last page or sheet of the ballot. For example, some voters will only make a decision for president and leave the rest of their ballot empty. When you review just the Strongsville Bond contest, those 298 empyt ballots are not counted in the totals. This is true of all the Strongsville contests on the last page - the results show a total of 25058 ballots cast in each contest.
I hope this helps you understand the difference.
Thank you,
Richard Micko

I'm not sure if that explains it, or I don't understand it. Those are some of the same links I got the totals from. If the "total ballots cast" in Strongsville ( 02 of your link) for all precincts was 25356, then the only difference between that 25,356 and the total for/against votes (22,937- also from your link) should be the total over/under votes (2,121 - also from your link), right? As I used the same info and our numbers are the same, somewhere there still seems to be 298 not explained. There seems to be 298 votes unaccounted for.
Based on how I read what you are saying, you say these are additional under votes? Then, why wouldn't those be included in the totals?

Richard-
I'm glad you read our comments on here.
One of our concerns is, what is the status of the teachers contract negotiations? Many look to this Patch for info on what is going on with the schools, and it would be nice to inform the public on this topic. Not all can attend meetings or coffee mixes.

Lyn:
"UnderVotes": That's the way the election information is reported by the county's voting system. 298 people voted for something on the first page/sheet and did not vote for anything on the 3rd. They are not included in the totals for the individual contests from the third page.
Contracts: The negotiations with the SEA teacher's union are in progress. The public is informed when an agreement is reached. We agree that the meetings are private and confidential. Unlike a NFL game, there is no halftime report on negotiations. Thank you for your interest and concern.
Thank you,

Good point. Rather overwhelming statement of no support from them.
