School Board Declines Mayor's Offer to Meet; SEA Says It Will Be There

The Strongsville Board of Education says it will not accept an offer by Mayor Tom Perciak to meet at the mayor's office Friday with members of the striking teachers' union.

"We appreciate the Mayor’s offer to meet, but such a meeting is not in keeping with the parties’ existing negotiation agreement whereby we meet only when a federal mediator calls a meeting," Board President David Frazee said in a statement. "This usually occurs when one or the other party expresses a change in position."

Mayor Tom Perciak on Tuesday issued an appeal to both the School Board and the Strongsville Education Association to meet in his office so he could help facilitate an agreement and end the ongoing strike, now in its third week.

The SEA had not indicated whether it would attend, but said in a statement issued Thursday afternoon its representatives would.

 “We are appreciative of the Mayor’s efforts to help us meet with the members of the school board,” SEA President Tracy Linscott said in the release. “Unless the SEA and the school board speak, it is impossible to negotiate."

Linscott said she hopes the board changes its mind and shows up.

"We still plan on going, just to hear what the mayor has to say," she said.

Perciak issued a statement saying he was disappointed with board's decision.

"It is truly disappointing to me and the community that leaders of both sides with settlement authority will not make themselves available for meaningful discussions in a neutral setting at City Hall," Perciak said.

The mayor, who has repeatedly called on both sides to return to the bargaining table, also said that "continued failure to negotiate in good faith is irreparably harmful to the students who have a right to a quality education, their parents and ultimately the community as a whole."

In the board's statement, Frazee said the board's negotiation team delivered a last best offer on March 2.

"We have listened to the voters and, just as the mayor must do, we must operate within the budget that we have been given. We have met under the jurisdiction of the federal mediator without progress," he said.

There has been one negotiating session since the strike started March 4. That meeting, which took place March 17, ended with no progress

The SEA, in its statement, said that during that session, "the board refused to meet with the SEA and remained in a separate room for the entire four hour meeting."

The board also would not allow its negotiating team to meet with the SEA, and did not produce a counter offer to the SEA's last proposal, which was issued March 2, and "made no good faith effort to enter into discussions that would end the strike."

It is unlikely the five School Board members would have attended the session Friday with the mayor, although the SEA is seeking face-to-face meetings with them.

Frazee has said a number of times that the board's negotiating team will handle the talks with the SEA.

The team includes Superintendent John Krupinski, Ryba, Strongsville High School Principal Bill Steffen, Chapman Elementary School Principal Andy Trujillo and the district's attorney, William Pepple of Pepple and Waggoner.

the board members have jobs the ex-teachers do not, nothing has changed
Norma Rae Linscott is still waiting for an answer on her 108 page proposal, which as of last sunday is still 108 pages long

I know the mayor has good intentions. This thing does give the city a black eye.
However the mayor might want issue a plea to the SEA to back off the personal picketing and try staying on message. If he wants to do something positive, this would be it. I say this because I am truely to a point of no return with the teachers who are acting in this manner.

The teachers better consider their options here... which at this point.... are take it or leave it. Given the uncertainty a funding going forward the BOE has clearly dug their heals in and are following fiscsal responsibility hopefully to a "T. " As the saying goes get on board or get left behind. Or better yet ... a bird in hand( ie current contract offer) is better than one in the tree( desired contract that is not coming back) !!!

Woow.. the Board not talking, teachers picketing at private homes and workplaces. People on these boards being hatefull to teachers, people on facebook being hatefull to BOE members. Strongsville is a mess. From the outside looking in, it seems like two kids are fighting and the rest of the school is egging them on.
Time for everyone in Strongsville to grow up, and leave the elementary school antics behind.

Allen, the Board not talking? The Board has been negotiating with the SEA for 9 months. They have made their FINAL and BEST OFFER. If it matters that much to you what happens here in Strongsville, I encourage you to read the actual contracts. The Board is being more than fair with our teachers. I am sure everyone here appreciates your concern for OUR City. Nevermind, probably not but thanks for your input!

carrier, teacher, thank your buddies for the fact that no parent will want to move here and entrust their kids to these thugs - no administration or taxpayer comment has done the damage that the teachers have. The theachers are completely responsible for any demise the city and schools will suffer from this.
Because of this, the BOE should consider reducing their last, best offer because the district will suffer financially because of the teachers choices.

Ever notice that the teachers want "credit" for the excellent students but no accountability for the underperforming students? The schools are successful mostly because of the parents and let's not forget that. The teachers should be grateful they have parents that show up to teacher conferences and show interest in their children. It is not that way in other districts.

And by the way, home values were declining well before the strike. The taxes are too high and the schools aren't that a great.

Carrie, It is not entirely the teachers that make a school system successful. The teachers are only a small piece to the puzzle. That argument has failed already. If you put our old teachers into the Cleveland Public school system, do you think they would have the "success" they do. Doubtful. How about giving credit to the students and the parents that support them? Let's not forget the administration that continues to work for the students. I know it is an inconvenient truth but this City's successes do not fall solely on the teachers.

Lyn, you are correct. I remember hearing that the teachers were excited about his appointment. I heard nothing but awesome things too. My complaint is that he is too nice (I know that sounds silly) and that BOE found a guy that they could control. Mr. K. likes to please and I would think this strike is killing him. He looks like he is aging big time. I feel sorry for the guy. He is not the right guy to lead at this time. Calling him spineless is not true, I apologize, but he is not able to stand up to his bosses.

Carrie, I 100% agree with you. And no, I'm not a teacher just a parent who's daughter has been blessed with wonderful and talented teachers. We want them back. It is really sad how many nasty comments are being posted.here, and how many of you are attacking those who don't agree with you in a public forum. Again I'm not a teacher but I am proud that I teach my kids to be kind, and value other people even if we don't agree with their opinions.

Funny, every time I've talked to him he's taken input and I've seen output with the board. If you go to Board meetings (not many do but sure have an opinion on its operation) you'll see him typically arrive early, talke to a whole lot of people and reflect many of those conversations in his dialogue and actions. And, unlike the many teacher I have attempted to communicate with about my own children's progress, he returns emails and phone calls, usually after hours because he know's I work, and gives me all the time required to address my needs. Ditto the SHS Admin staff.

What output from the BOE? Have you been in the high school? Lights don't work, ceilings are stained, and the halls reek like urine and crap from the bathrooms. The auditorium hasn't been painted since the early 80's and there is no technology. Better districts have a strategic plan, Strongsville does not. Over the last couple of years, they have taken away popular classes like Photography, PSEOP Math, and English electives. This first time leader make $130,000 year. That is a lot of money for a poorly run system.

Mr. K doesn't deserve to be bashed. He is a good man and fair administrator. I have known him since he was a principal at Zellers and he always supported his teachers! He is stuck in a very tough position, but trust me, he is saddened by the actions of unprofessional teachers and by the tough times students are facing.

I know the bond issue will help with all the issues I mentioned. No money can go to salaries, but my concern is that with the new building and the updating of the old ones, it will not be done correctly. Did you know when the fire happened at the high school years ago, they never finished painting the walls. Most walls have primer on them, but no paint. My concern is that they will do things half-go and not keep up with the up-keep afterwards.

I have been in the high school, think Emmett might be stretching truth a little. Agree that money needs to get distributed better for kids books and stuff. Did you know Huffmaster security is around on the weekends mainly to watch the buildings from things like (striking teachers behaving badly) or something. I talked to one of the gentlemen that is doing that. Also for your info, check out the teachers offices upstairs, pretty nice and off limits to students. My son would get yelled at anytime he went near the teachers offices and I really mean yelled at, not politely asked!

Does anyone know?

By Law, when could the BOE begin to hire the subs to full time positions?

I have read here that once this happens, by law, the teachers that are on strike would be first people that the BOE would need to consider to backfill any openings.
Is this true?

My guess is if the BOE can begin to offer the subs full time positions, that they would wait until all 383 positions are filled with subs.

Why not wait it out for the summer months. aT this point, the teachers come back on a new contract and they'll be in "end of year" mode anyway. You think "Scabs" show movies... Let the subs finish out the year and spend the summer months staffing up and getting ready.

My kids and all their friends love their subs! My daughter in her classes have learned more from the subs that actually want to teach. I say keep the subs and post the other positions that are available.

Of course I do. Why not hire a combination of both. It would be a lot better than those striking teachers.
How do you think the schools will function if these strikers return? They will never have t respect a teacher needs from the parents, students or community. How can they even hope to discipline a student after their behavior, including encouraging these same students to act up against the subs in class?

Without any support, respect, or ability to discipline - these striking teachers have left themselves totally useless to this district. And parents do not want to leave their kids with these thugs.

Allen, the teachers are teaching material. They don't have practical knowledge in the subject matter. I'd buy your argument if they worked for several years as an accountant, finance, scientest, mathmatician, etc. and then brought the real world to the classroom. I would trust a recent college graduate would infuse some enthusiasm to the classroom. I don't know if a new college graduate would miss over 20 days of school like her regular teacher did last year.

Emmett the enrollment is down almost 600 kids since the last contract, and I am pretty sure BECAUSE of the teachers behavior enrollment in private schools next year will be up, so a large reduction in force will be needed

They already did get an increase for this 2012-13 year, the first year of the current contract being negotiated. It was a step increase - an increase just for working another year. They have received these step increases in the past, except the 2011-12 school year - and that was negotiated away in the last contract and the teachers are now demanding they get paid that back now. They just don't call these raises - they want more money on top of these step increases.

Teachers want and have received three type of increases-
1 - step increase - just for working 1 more year
2 - column moves - just for taking classes to maintain their professional license or if they decide they want to get another degree, even if they still keep teaching the same class and same subject they previously did
3 - raise - amounts over and above these other 2 increases.

Remember, they also get such things as being paid for doing volunteer work in school, $200/quarter if they show up for work and don't call in sick, 15 sick days every 8.5 month school year, 3 paid personal days (they now want 4),.....

IMO, I think they have enough.

Allen, where are you from, Canada? England? Australia? (being cheeky woth those last who, as I highly doubt our friends across the pond or down under are really aware of this issue yet.) Your British spelling gives you away. True, you could live here now, but you yourself claim not to be involved, not to live here and not to have any knowledge of the topic. As such, why would you think your opinion was worth anything? Before offering an opinion, if interested in the topic, at least educate yourself on the facts first. If you did, I'm quite certain that you would find that the teachers union is making ridiculous demands and acting in a deplorable manner, the Board has made a very kind offer relative to other districts and has acted very professionally throughout, and the citizens are coming to the defense of their community and children because the teachers union has chosen to pick this fight and put this black eye on our beloved community, at the expense of our children. Just because they chose to make unreasonable demands, does not mean the community or the Board should cave or give into their inappropriate behaviors. In children we call that giving in to temper tantrums. In adults we call it extortion.

The student who produced this video should be very proud of the courage it took him to do so. I'm not condoning the vulgar language that he should have edited out of the music's lyrics, but then again, it matches what many of the teachers screamed at potential substitute teachers on one of the saddest Sundays in Strongsville's history. I highly suggest that patch followers identify the teachers on the video. I'll start with Allison Papish, who teaches AP Honors Government. The teacher who has replaced her could teach circles around her. I hope that my child never has her for class again!!

What did they do or say exactly? We want details before you go making such inflammatory statements. We've all provided plenty of details regarding the teachers. So, we don't need any more examples of that. But please do provide us with your wealth of evidence regarding the agressive tactics by the Board.

Allen, ahhh, got it. Thanks for clarifying. My apologies for misunderstanding. I saw your lowercase "board," but thought it was a typo. A couple of things to keep in mind. You are correct that sometimes it gets very aggressive on here, but this is the internet era. And, people are anonymous on here, and thus come on here and create fictitious characters to spread propaganda and promote agendas. The professional union people (far above our little town of Strongsville) are notorious for such antics. People on the community's side have been putting up with it for a long time now. You never know whether you're dealing with a "real" person who is debating the issue or some idiot from Columbus who has created their fiftieth screen name simply to conduct their internet warfare. Additionally, people are very angry at the over-the-top behavior of these self-proclaimed professionals, the teachers, and are reacting very defensively for their community and their kids. I don't think anybody would ever have predicted that this would ever happen in this quite little suburban town and people are rightfully very angry that the teachers have 1) acted like trailer trash and 2) aired the "community laundry" in public. Over half of them do not even live in our community.

Agreed on the internet era, and the anonymous part. Which again, goes both ways. I have been on this board for just one day, and I bet a steak diner that over 50% of the people on this board are making statements they wouldn't make if they weren't anonymous, again both sides. As I have said many times before, and will say again, I don't know the details or history of what is going on, but am fascinated by the behaviours of everyone involved directly or indirectly. It seems no one wants have this come to a conclusion without making the other party look like complete fools. NOT a recipe for succes.

Nope, I don't know who Just a mom 2 is, and my original post agreed with Carrie. I do not 100% agree with the teachers there have been some pretty ugly things that have gone on. But in my personal experience my daughter has had wonderful teachers, which I believe the majority are.

He was not encouraging the students to walk out. He was informed that the students were planning a walk out tomorrow and over annoucements told the students the walk-out had be postponed. He was not encouraging the kids to walk-out.

I went to Parma during the teachers strike of 76......, the principals did the exact same thing about the students who want to be disruptive, leave school and refuse to participate............they did nothing..... they just kept letting the kids act up ......until the strike was over.......then it was the inquisition .......detentions suspensions and expulsions awaited many of us.... those who did not have enough days (state minimum) did not walk with their class .....so kids keep it up....

If you haven't heard Mr. Mayor the BOE has already presented a forecasted budget that was also certified by the State Auditor. The reason for no negotiations, is that the BOE has presented a final offer!!!1

I heard a rumor that the teachers were not even given an opportunity to vote on the contract proposal from the BOE. Does anyone know if this is true, and also that the vote to strike was supposed to be secret, but instead was made publicly. Is that true? Okay, received recorded call from Mr. K advising parents that a walkout was planned tomorrow for 10:00 at the HS and Center. He wanted parents to be aware of the situation and speak to their children. He was also concerned because of the weather and as well as the students leaving school grounds unsupervised and their safety. Recreived the call about 7 I think.

Take a look at what is happening in Chicago schools. Unions do not consider economics even if it means their own demise. I respect the efforts of the teachers that my children have benefited from but I cannot support the Union's tactics. I will not support future levies purely out of principle (or until I see intelligent economic solutions). The Mayor needs to listen to what the taxpayers are demanding. My property taxes have doubled in my 17 years in Strongsville but my house value remains the same. Like you said Mayor - ENOUGH!

Mayor Perciak has known for 9 months the District & SEA were not going to come to a contract agreement; yet he chooses to wait until Strongsville is embarrassed in the national spotlight and parents & taxpayers demand that he get involved.
He pulls a grandstanding measure to invite both sides for a sit down on a Friday morning knowing full well that the board members have day jobs & they're also under a binding agreement w/the SEA to negotiate only with a federal mediator present.
Call him and tell him to take charge back of his city and admonish the SEA for their immature, bullying tactics and give them the best advice possible- get back to work!
