City Objects to Liquor Permit

Strongsville Cafe seeking to transfer ownership of license

City Council will file an objection to the transfer of a liquor permit at Strongsville Cafe, in part because the new license-holder has had trouble with the law.

Also, there are outstanding building code violations at the bar and restaurant, 13600 Pearl Rd., officials said.

The business is applying to the Ohio Department of Liquor Control to transfer its liquor permit from Sinecure Inc. to Four Strong Bars Inc.

But Police Chief Charles Goss said new owner Richard Shuba has three misdemeanor convictions in 2007, 2008 and 2009 in Garfield Heights and Parma for offenses including alcohol-related disorderly conduct and sales to minors.

Law Director Dan Kolick said the city was objecting to the transfer on the basis of safety and building code violations and the "fitness of the applicant due to previous convictions."

Council voted 7-0 to file an objection with the state liquor department.
