Police have said the two were involved in a drug transaction in the parking lot about 2:45 p.m.

According to reports, they started to leave the lot, then stopped. Rather than risk a pursuit on the road, officers attempted to stop them in the lot.

Dobyne, who was in the passenger seat, was removed from the car and arrested without incident, but McKissic allegedly ignored an officer's orders to stop.

He reportedly drove at a Strongsville officer while reaching into his jacket. The officer fired multiple shots, striking McKissic.

Police found crack cocaine in the vehicle.

McKissic was treated for his injuries at MetroHealth Medical Center.

An internal investigation by Strongsville police determined the officer was justified in using force.
